1. It requires some 3rd party to add custom fields, you can search it on Prestashop market.
2. Go to BO > Customers > Addresses, tick the “phone” option to set it required, see attached screenshot.

It is a bug in Prestashop, some of my customers occurred the same issue, they had to set the phone optional. there isn’t any solutions to fix it currently.
