I don’t have much knowledge of that, it’s rare to use decimal qty. But whether the add-to-cart feature can work has nothing to do with the Easycheckout module.
How did you achieve that? Did you try if it’s possible to use decimal qty in the Classic theme with 1.7.2 and 1.7.5.2? You can also contact your theme developer to ask.

1. The reason of shipping fee doesn’t respond to carrier changes is due a bug in 1.7.2.5. To be more specific, it’s due to the getTotalShippingCost in the classes/Cart.php file.
2. You’ve upgraded to 1.7.6.1, the classes/Cart.php file got upgraded too, that’s great. But your site doesn’t use the upgraded cart.php, it still use a customized one from 1.7.2.5, that’s the reason why the shipping fee problem still exits.
This is the customized cart file /override/classes/Cart.php, I’ve removed the getTotalShippingCost function form it, so your site uses the getTotalShippingCost from 1.7.6.1, you can check your site now to see the problem is fixed.
