They are different. the imagemagic for prestshop module is majorly used to generated sharp and clear product images, it can also be used to optimize images to reduce image size and keep the same quality as images generated by GD.
Tinypng is all about reducing the size. We may make our themes be compatible with webp which is also about reducing the size.

I find it great that you are thinking about image compression on this module. For a site like ours image size is very important.Since this module came out, we looked again at our options, and although webp seems very promisising looking at https://caniuse.com/#search=webp non support for some magor browsers raises the question if it is ready.
